The honest answer
Do you need a Manchester PPC agency, or will remote do?
Remote will do, because nothing in a Google Ads account changes with the postcode of the person managing it: the auction, the search terms, the tracking and the report are the same from Deansgate or from Wrexham. What a city-centre office adds is a meeting room and its rent, and the rent ends up in the fee.

Manchester is several markets with one name
A search from an office in Spinningfields, a flat in Ancoats and a semi in Didsbury can all be “Manchester” to Google and mean three different customers to you. The city centre, the Northern Quarter, Castlefield and Deansgate are dense with offices, bars and people without cars; Chorlton, Didsbury and Altrincham are family money and a longer drive; Salford Quays and MediaCityUK are media and employers; Trafford Park is warehouses and trade counters; the Trafford Centre pulls shoppers from the whole region.
Then the boroughs: Stockport, Bolton, Oldham, Rochdale, Wigan, Bury and Tameside each have their own town centre, their own tradespeople and their own searches, and a business in one of them rarely wants clicks from all ten. - Matchdays. Old Trafford and the Etihad move tens of thousands of people through Stretford, Salford and east Manchester; a restaurant, a car park or a taxi firm bids differently on those afternoons, and a plumber may as well pause.
- The Christmas Markets. From November the centre is full every evening. Hospitality budgets rise for those weeks and are cut back in January.
- The university year. The University of Manchester, Manchester Metropolitan and the University of Salford between them mean an intake in September, exams in May and a summer exodus: student lets, storage, removals and dentists all see it in the search terms.
